[enum-wg] ENUM Adoption - Does a business case matter?

Bypass yes, but double asterisk is widely recognized as international
dialing code (instead of "+"), but not for example in Poland for mobile
carriers, "**" doesn't work.

The '**' prefix is the app's ENUM bypass prefix.   

The app has to add the prefix to tel: URIs (and then later strip it off
again) so that they don't go back through the ENUM lookup when you dial
them. 

Can you please let me know [offlist] what number you were trying to dial?
