Bypass yes, but double asterisk is widely recognized as international dialing code (instead of "+"), but not for example in Poland for mobile carriers, "**" doesn't work. The '**' prefix is the app's ENUM bypass prefix. The app has to add the prefix to tel: URIs (and then later strip it off again) so that they don't go back through the ENUM lookup when you dial them.
