We did marketing research, and large companies are happy to get a discount for their large numberblock if they maintain part of the tree themselves. That's how they see it. They maintain their own zone and the administration per number, and in exchange they pay only 0,25 per number in stead of 5,-. It's seen as a bulk discount. It's either that, or the price of a single registration has to be higher, making it too expensive for a consumer with a one phonenumber entry. We wanted the price for a single number registration to be as low as possible so that the value per registration would be as high as possible for a registrant. I actually think it doesn't kill ENUM, but makes it more available to the consumers that are most on their pennies. Companies usually see the value in saving cost, and calculate on a per number basis, not per delegation.
