Answering my own question to some extent: The first entry I found in the 1.3.e164.arpa zone is a delegation: 3.0.2.1.5.9.6.0.2.1.3.e164.arpa. 86400 IN NS ns.regeljeenum.nl. 3.0.2.1.5.9.6.0.2.1.3.e164.arpa. 86400 IN NS ns.fryslan-online.nl. I poked around a bit more, and there are several more (82 total), with several different name servers. So it seems to me that the zone is following the delegation model. Of course, this leaves the registry with no means to enforce typical regulatory requirements such that the names can only be used for ENUM (IIRC, there was such a requirement in the RegTP contract for the +49 trial). It also restricts billing options for the registry to some extent. (That's probably why .tel doesn't accept delegations.) > That is a great question. Yet DENIC has repeatedly stated that registrations are below expectations. Would more restrictions make the product more attractive? I don't think so.
