Given the perilous potential for the whisky BoF I will get the answer in 
on Jim's behalf.  UKEC will be the delegee for 4.4.e164.arpa, it will 
outsource the registry operation but will maintain the policy function for 
UK ENUM.  It may also have a role to play in accreditation of some parties 
(AA?) and code of conduct issues by those players.
