[enum-wg] France ENUM look-ups

The delegated ENUM name servers for France  +33  3.3.e164.arpa. do not 
answer.

Could the administrator of this domain 3.3.e164.arpa make sure the 
servers return an answer instead. It is causing delays in SIP 
deployments doing lookups for France before going trying PSTN.
