I read that as "yes, it is a mapping", but "no, it is not (necessarily)
an assignment". With few exceptions E.164 numbers have already been
assigned and the e164.arpa domain merely functions as a directory. IMHO
this is a valid point and smart stand to take in order to steer away
from politics.
