The RTR has specified only "quellnetztarifiert", meaning that the originating network is free to set a price they charge to someone calling a 0780 number. Based on hints appearing in www.telekom.at, I'd expect that to be somewhere between local and national tariffs for TA customers. Generally speaking, the RTR does not interfere in the pricing of carrier-carrier settlement regimes unless one of the parties complains.
