RegTP, the German Regulator, yesterday held a foum on "Voice over IP - 
Revolution or Evolution on the Telecommunications Market?" annonced on 
30 July:

One of the major outcomes is that allocation rules for 032 national 
numbers will be out as early as 24 November (this year! ;-) and that 
ranges may be applied for immediately afterwards.
