I guess Chris and I can pick that up. Me too, I know of at least one geographic number for customer support services whose termination follows the sun around the globe... The difference, however, in these cases might be that the subscriber (aka. the company) indeed is legally established there. And that appears to be exactly what RegTP is requiring right now: you need to be a resident of the area the respective area code is assigned to. Then you are fine to use the number regardless where you are - apparently. I'll check for the legal basis for this order - that should lead to some clarity...
