Sub: ENUM Matters UK Overseas Territories

Reference my previous communication regarding a request from the UK administration for delegation of 44 into ENUM, I would also like to advise you of some other issues in relation to requests for ENUM delegations for international country codes that have been assigned to countries forming part of the UK Overseas Territories (OTs).

As you know already the ENUM Interim procedures are expected to be endorsed by SG2 at their next May 02 meeting.  When these procedures are in place I wish to ensure that whenever RIPE asks the ITU to confirm the authenticity of a delegation request coming from a UK OT, that the ITU will not provide this confirmation to RIPE until they have first checked with the UK administration (DTI) that the request is valid.  For your information I have attached below the list of UK OTs and their codes. 

Until these interim procedures are in place there is also a potential risk that in the absence of any objection from the ITU, RIPE may go ahead and action an ENUM delegation request for a country code belonging to one of the UK OTs without a mechanism in place to verify their authenticity.

I would therefore ask both the ITU and RIPE to co-operate as appropriate so that we avoid the possibility of unauthorised delegation requests for ENUM slipping through the net until such time that we have the interim procedures endorsed and fully operational.  If RIPE does receive a request for one of the codes below I would expect them to check this out first with DTI

You will see below that some of the UK OTs have country codes assigned behind country code 1 and therefore if you do at some stage receive a request for an ENUM delegation from these particular UK OT countries it will also be necessary for you to co-ordinate with the administration authority for the North American number Plan
