No matter whether it is personal or impersonal, if only 'alive'. Personal identifying information you only need for legal action against person doing smth illegal which cause damage to you. Only contractual basis of getting IPs could possibly help to identify violator. Contract is only possible between either legal entity or legal persons. Whois is unable to ensure legality. It can only contain reference to contact who should be aware of legal entity or legal person holding IP.
