[dnssec-key-tf] requirement for "empty TA"?

come on, Jim, there's nothing political here.  Either the TAR knows the TA,
doesn't know the TLD's status or has been informed that the TA has been
revoked. A NUL key would be an opportunity to communicate the latter.
But I understand there isn't much sympathy for this suggestion, so I'd
say thanks for the reality check and let's leave it that way.
