Same here. Though I worry about the potential to extend any  
repository for other "important" domains and the implications of  
that. Especially an exit strategy.

Maybe, maybe not. Suppose there's some sort of layer-9 problem that  
prevents IANA/IAB from producing a key for .arpa. Should the  
repository turn away the ITU if they come along with a key for  
e164.arpa? Or the NRO (say) with keys for in-addr.arpa and ip6.arpa?
