Do you know if IANA have been informed? I would like to think IANA is in contact with the TLDs who have these legacy delegations and is co-ordinating a response.

This might also be an opportunity for those TLD operators to find other DNS suppliers. Perhaps they'll arrange contracts too instead of relying on the presumably undocumented arrangements for uucp-gw-{1,2}.pa.dec.com.
