The RIPE software does a lot of checks before delegating the reverse zone.

As far as I can see, the RNAME in your SOA is incorrect (hostmaster.):

$ host -t soa 67.104.77.in-addr.arpa. ns01.respina.net
Using domain server:
Name: ns01.respina.net
Address: 77.104.106.2#53
Aliases:

67.104.77.in-addr.arpa has SOA record ns01.respina.net. hostmaster. 20130712 1800 600 1814400 3600


I suspect this is the cause of the denial of the delegation.
