You just have to follow the submission rules (otherwise your input will likely be ignored). You will note on http://www.ntia.doc.gov/DNS/DNSSEC.html that as of today, 8 people have submitted comments. Given the international nature of this particular situation, I personally think it particularly important that folks outside the US provide _substantive_ input (that is "<aol>me too!</aol> is likely not helpful) on this particular topic.
