Bill, the algorithm here is:

	if (no wg consensus by this weekend)
		give up
	send agreed WG text to ripe-announce
	if (ripe consensus by Nov 20th-ish)
		send letter(we == RIPE community)
	else
		send letter(we == DNS WG)
