There are technical details about operating the infrastructure
that might merit further codification.  For example, who do you contact
if a tld "disappears"?  what ripe object do you look up?  my point
is, perhaps the technical part of this (e.g. making sure there
is a ripe object, and a spec on how to use them) is a proper
WG topic.
