[diversity] Hosting RIPE85 in Serbia that is trying to cancel EuroPride 2022

For large events like RIPE, contracts have to be signed 1.5-3 years in
advance, and the Serbian announcement was just today.  Unfortunately,
large events can't adjust locations that quickly
