...i think i understand a willing to add clarity
regarding the 'why' of the purpose; but it seems to me
that it could be sufficient to just stick to the 'what'
part.

Please do consider this alternative version:

<alternative-version-purpose>
Providing geolocation references with Internet
number resources representation(s).
</alternative-version-purpose>
