I suspect it is me/us, after all...  a fair amount of ICANN financing comes
from the joint RIRs, if I'm not mistaken.  So yes, if we tell the RIRs,
they should be able to achieve an effect.

(Inter-RIR politics leading to non-agreement on ICANN requirements aside,
but that would be remarkably short-sighted in a simple case as this)
