Not sure which is the best way forward here - "individual members of the
community trying to understand ICANN mechanics" or "raising the issue
in the RIR community, handing the problem statement to the NRO, and
letting the NRO deal with ICANN".

As I'm lazy (and not good in dealing with other organization's processes)
I'd much prefer "NRO deals with this" :-)
