Ummm... no, not really. I don't know exactly what the contents of that file are supposed to represent, but it is clearly -not- all just "IANA stuff". I am now doing a daily fetch of all of the RIR-specific stats files from all five of the RIRs and that seems to be the best guide to what is and isn't allocated to any & all actual RIR resource members.
