it's had an interesting history, but as Cynthia points out, the 
192.88.99.0/24 assignment is now terminated, so it's unassigned / 
unallocated address space and consequently the route objects should be 
deleted.

192.31.196.0/24 is active according to the IANA IPv4 Special-Purpose 
Address Registry, so it should stay there.
