You do! And we (the group of arbiters) did have 'interesting' discussions
with the NCC, now and then. In the end all requests for 'self-assignments'
were settled one way or another.

I believe that this setup is -still - pretty nice and clever!

Indeed. Just to be clear, the NCC is not a member of itself from a contractual
or business point of view, but from a (policy and) procedural point of view.
