[db-wg] Whois Release 1.95.1

Dear Working Group,

RIPE Database release 1.95.1 has been deployed to the Release Candidate environment.

This is a minor release (in addition to the changes in 1.95), with one additional change to allow creating role - maintainer pairs .

We have decided to replace the existing 1.95 release, and delay the next production deployment to Wednesday 18th September. Apologies for any inconvenience this change may cause.
