[db-wg] Deprecation of DBConstat service

Dear Colleagues,

The RIPE NCC announced last week an intention to deprecate the DBConstat
service.

The service will be de-commisioned at the end of next week. If anyone
has any concerns about this service, please reply to the mailing list
within the week.
