There are a few details that need to be clarified, but that will be in the proposal that will be sent to the working group shortly. The matter of discussion was deployment considerations: whether to implement this new behaviour for the default query right away, or with a -c flag. It was suggested that at the first phase we may want to implement it as a default behaviour for the whois web cgi, but expect the whois client to use the -c flag explicitly.
