OK, so what are the operators' requirements:

1) have a useful and usable database
2) don't be a target of widespread "complaints" resulting from non-operator
   use of the database

(2) can be accomplished either at cost of (1) or by providing an alternative
to the actual users. So we're back to my initial question. Who's the enemy?
