[db-wg] new release of ripe_wrap

Hello, 

I am pleased to annouce a release of a new version of neuf-telecom ripe_wrap
tool. 

The use is to actually see if you are between 50% & 100% of the IPv4
assingment request you made to the RIPE, and to help you spot netname for
which you have declared more than the AW (to some limitations though).
It gives you a synthetic view of your use per inetnums & netnames  &
registrar... 

It crosses Lirportal information on IPv4 assignement, with direct query on
the whois database. 


There is now :
- a home page ;
- a mailing-list ;
- a CVS ;
- a quite explicit documentation...

I just created the domain, and it has not yet been propagated worldwide :)
It is not perfect and  can be largely improved.
