Yes, this is the idea. When organisation object is deployed, all LIRs will get an organisation object automatically (but the details must be worked out) and the new LIRs will get an organisation object as well, when they become an LIR (or, if already exists, their organisation object will be modified to have "LIR" in 'org-type:' attribute).
