Announcement: Hardware upgrade of whois server

The time has been chosen because other parties are involved in the
upgrade. Anyway, quires should not be affected and updates will go like
meteors after the upgrade :), so hopefully this should not affect others
work too much.

Friday is because there is a substantial reduction in update rate over
weekends, so we have time to solve a problem if one occurs.
