I just found notices in the open available protocols 

        www.centr.org/meetings/#technical

Look at the 2nd & 3rd meeting/workshop

Additionally I found an Action to the RIPE Chair in the minutes of RIPE 33 
which was September last year. 

TLD-33.2 [Chair]
         Initiate discussion of issues arising around domain
         objects in RIPE database.
         Some discussion has taken place between interested
         parties, especially RIPE-NCC, CENTR and certain
         registries.
         Transferred to CENTR, for decision during next week
         (beginning 27 September 1999).

I have not checked all documents but there should be more hints
