Dear colleagues, Today the RIPE NCC submitted a response to the European Commission’s proposal for the Digital Services Act (DSA). We feel that the Commission’s DSA proposal is generally well balanced, having maintained the key principles of the E-Commerce Directive, including the limited liability regime for online intermediary service providers, a prohibition on general monitoring obligations, and the country of origin principle. We also believe it includes proportionate thresholds for intervening with core functions or operations and that it tries to target those providers who are best suited to respond to notice and action requests while minimising the potential for collateral damage. However, we did ask for further clarification around the definition of online platforms, as this is something that we’re looking at with regards to RIPE Labs.
