With enough funding, building it is no problem. It's getting end users
and content providers to use it that's the problem because it's a
chicken and egg scenario. The network of networks called the Internet
has successfully passed that stage because there were already enough
users by the time the content providers arrived. Let's also remember
that networks joined the Internet out of their own free will. If they
are not happy, nobody is blocking them from doing their own thing. Good
