[cooperation-wg] Co-Chair nominations, and call for interested parties

And to be more direct -- I confirmed that both Collin and Achilleas are
signed up to the list. I also believe they can both get emails from the
list alias.* However*, having dealt with email filtering issues in the
past, and not being clairvoyant, I made the choice of directly CCing them
to ensure that for this specifically important thread directly concerning
them, they were explicitly in the loop. That's all.
