Coming back because of the "also" which still mean you believe there is
another existing process by which the RIR (NRO) could charge IANA to comply
aside going through the process already indicated in the NRO/ICANN MOU

Good you know this is just a contract and does not specify the details of
how NRO resolve IANA's "possible" non-compliance with global
policies...those are clearly indicated in the signed MOU.
