Because I know the GPDP is currently active as per the agreement between the NRO and IANA operator (ICANN) and as defined in the MOU if IANA(in this case ICANN) is not respecting the global policy, the manner to resolving/ensuring compliance is for the NRO/ASO to discuss with the ICANN board.
