Probably. ripe-605: -- The RIPE NCC maintains and publishes registry data for resources held by its members and by legacy resource holders located in the RIPE NCC service area. It strives to maintain the accuracy of these data. -- Probably it would sensible for IANA to record these assignments as legacy and point them to the correct RIR rather than maintaining the original assignee.
