It was rather that RARE (predecessor of TERENA) agreed to be the formal host of a project defined and governed by RIPE and above all funded by the ISPs at the time. Most of these ISPs were in fact members of RARE, but not all of them. ISPs provided specific funding for the operation of the RIPE NCC. Otherwise it would have been called RARE NCC, an organisation that I would not have considered working for. Just read the name out loud. :-) Daniel
