[cooperation-wg] Regulation proposed by European Commission

+1 to Nick's point -- I can look around my realm for a distillation, if
needed. In the meantime, Gordon et al. if you have a pointer to
intelligible summaries, along with particularly vague and/or problematic
sections, I think that would help anchor commentary during the short time
we have left.
