[cooperation-wg] European Council suggests IP address revocation

This will likely be touched upon in the AA-WG, especially in relation to 
  the NCC's interactions with law enforcement.  Not the EC's 
declaration, but this has been a theme for some time now and I know the 
NCC are looking at a number of related areas.
