Hello Bha, You should see an IXP as a big L2 switch, don’t route packets between your members! L3 design is needed for big IXP with several POPs/locations, but they use an overlay (like MLPS/VPLS) to have a single broadcast domain. I suggest to begin with a small cheap switch, Remco made a nice presentation about this during AfPIF (http://www.internetsociety.org/afpif-2015/sessions).
