[coc-tf] Volunteering application for the CoC (initial)Team

Hi Vesna,

Thank you for volunteering!

I hope we can get a consensus on the current draft, or something very
similar. Then, the community will be in a position to start the
implementation work.

Knowing that there are volunteers willing to get us off to a strong
start is heartwarming.
