[coc-tf] Draft documents for TF review before announcement

Hi,

Antony has marked up the draft document for publication. Can you
please review them and share anything that must be changed before
sharing with the whole community by the end of this Friday, 9
September.

The plan is for the drafts to be announced with an e-mail and a blog
post on Monday, 12 September.
