[coc-tf] Updated Draft Process Document

Dear TF members,

I have an updated draft document here:

A few caveats:

- This still needs an overall review for things like consistent wording 
and formatting
- There are a few points where I'm not clear on which side of an issue 
we ended up (e.g. the role of the RIPE Chair Team). In these cases I 
have made a somewhat arbitrary choice and highlighted this in the document.

Feel free to make comments in the document.
