[coc-tf] Draft CoC TF agenda for Friday

Hi Everyone,

A change in plan.

The inputs for this Friday's meeting won't be ready in time. They
should be ready for the next scheduled meeting on Friday, 11 February.

You should get a meeting cancellation message soon but if you don't,
please know that we won't be meeting this Friday.
