[coc-tf] Resuming regular TF meetings

This research is taking a little longer than was originally
anticipated. The RIPE NCC should be able to share it soon. Once we
have it we can meet again.

On the meeting time question, I'd like to propose alternate Fridays at
15:00 Amsterdam time. Does that work for everyone?
