[coc-tf] Proposal for next CoC TF meeting to be on Friday, 3 December

It is that time of year when getting things in diaries is very difficult. :-)

I am OK with 10 Dec.. it is the day I arrive home after my US trip.. but I will need to be finished by 15:15 UTC at the latest…
