[coc-tf] Announcing the draft CoC for community review

Antony has created a web page for the draft CoC here:

I plan to announce the draft tomorrow, using the text here:

Following a suggestion from Mirjam, I have already alerted the Trusted
Contacts to the draft text so that they know the announcement is
coming and that their input is valued.
